The speed with which new technology becomes available to patients depends on many factors, with some of the major determinants being investment in basic and applied clinical research, the regulatory approval process of the Food and Drug Administration (FDA), and payers’ decisions as to when they will begin to pay for these technologies.1 As the largest single payer of health care services in the United States, the Medicare program, through its coverage and payment decisions, can have a major impact on the timing and extent of technology diffusion.
