Drastically Underfunded, Dangerously Unprepared, a 29 June 2003 publication of the Independent Task Force on Emergency Responders sponsored by the Council on Foreign Relations, reports that local fire and police departments, public health authorities, and other emergency response agencies will be $98.4 billion short of their needs over the next five years. The report says that federal funding for emergency response is about $27 billion for the five years beginning in 2004, and while an estimate for total state and local expenditures is more difficult to make, it will range between $26 billion and $76 billion.
