Dimensions Of Health System Change

What are the best methods for reforming a country’s health care system? At what level of government should they occur? Are market reforms in countries with developed economies sufficient to lead health care reform? Is reform best generated in the dynamic, cyclical relationship between regional and central governments and capital markets?
