NOW COMES THE hard part. With Congress back from its August recess, the battle over health care reform has resumed in earnest. Among the myriad issues in contention are, first, whether the coverage expansions in health reform bills are fully paid for, and, second, whether measures in the legislation will "bend the curve" of health cost growth. The key calculus on the first issue will be made by the Congressional Budget Office (CBO), whose "score" of reform legislation sets the official legislative benchmark.
