I have a question about the home care expenditure data in this paper. Specifically, do the expense trends reported in this article include the costs of "Private Pay" home care? My hypothesis is that the figures reported as "Out of Pocket" expenses for Home Care are related to co-pays and deductibles for care that is mainly paid for by other sources. That would mean that home care that is 100% paid for by the consumer is not included in these figures. My question is - is that hypothesis correct?
